近年來，隨著我國農(nóng)業(yè)機械化的不斷推進，進口農(nóng)業(yè)機械的數(shù)量呈逐年上升勢頭特別是二手青貯機，舊青儲機，二手棉花采摘機，二手葡萄西紅柿收獲機，二手甘蔗收獲機，二手大豆水稻收割機等進口農(nóng)業(yè)機械對于促進地方經(jīng)濟發(fā)展發(fā)揮了重要的作用。但部分進口農(nóng)業(yè)機械存在安全隱患，在使用過程中給農(nóng)戶帶來了一定的經(jīng)濟損失。
為有效防止不合格農(nóng)業(yè)機械進入我國，提高進口農(nóng)業(yè)機械質(zhì)量安全，根據(jù)《農(nóng)業(yè)機械安全監(jiān)督管理條例》第十三條、《進出口商品檢驗法實施條例》第四條有關規(guī)定，現(xiàn)就做好2014年部分進口農(nóng)業(yè)機械質(zhì)量安全抽查驗證工作公告如下：
各地出入境檢驗檢疫機構對列入《強制性產(chǎn)品認證目錄》的植物保護機械（進出口稅則號：8424810000）和輪式拖拉機（進出口稅則號：8701901190）加強口岸驗證，***核查其是否取得有效的強制性產(chǎn)品認證證書及加貼認證標志情況。植保機械包括背負式噴霧噴粉機、背負式動力噴霧機、背負式噴霧器、背負式電動噴霧器、壓縮式噴霧器、踏板式噴霧器、煙霧機、擔架式（手推車式、車載式）機動噴霧機、噴桿式噴霧機、風送式噴霧機。輪式拖拉機包括單缸柴油機或功率不大于18.40kw（25馬力）的多缸柴油機為動力的輪式拖拉機。

二、各口岸及目的地檢驗檢疫機構應加強對進口棉花收獲機的***抽查，依照《進口棉花收獲機安全性能檢驗項目表》（見附件），對棉花收獲機的安全要求、標志標識和使用說明書實施驗證。驗證可通過采信具備相應資質(zhì)的第三方檢驗機構出具的檢驗報告或自行抽樣檢驗（區(qū)分生產(chǎn)企業(yè)和型號，抽樣比例為10%）等方式實施。對于在目的地檢驗檢疫機構事先辦理備案、聲明等相關手續(xù)的進口棉花收獲機，由目的地檢驗檢疫機構實施驗證及相關監(jiān)管，口岸檢驗檢疫機構免于抽查。

三、進口農(nóng)業(yè)機械的生產(chǎn)者（含供貨商或進口者）應依照質(zhì)檢總局、工商總局、***、***《農(nóng)業(yè)機械產(chǎn)品修理、更換、退貨責任規(guī)定》的有關規(guī)定，承擔進口農(nóng)業(yè)機械相應的三包責任。銷售者在交付進口農(nóng)業(yè)機械時，應當向使用者提供海關出具的貨物進口證明和檢驗檢疫機構出具的入境貨物檢驗檢疫證明。
四、如在抽查驗證過程中發(fā)現(xiàn)質(zhì)量安全問題，各直屬檢驗檢疫局應要求進口收貨人進行限期整改或技術處理，同時按照《進出口工業(yè)品風險預警和快速反應管理規(guī)定》的有關要求報質(zhì)檢總局。對于經(jīng)整改后仍不符合***有關標準的，應按照《進出口商品檢驗法實施條例》第十九條、第二十條的有關規(guī)定采取相應措施。

四，二手青貯機主要進口***一般有日本、韓國、德國、美國、荷蘭、英國、法國、臺灣，西班牙，澳大利亞，加拿大等***，國內(nèi)對于二手青貯機進口海關監(jiān)管條件相對比較嚴格，首先需要企業(yè)開通備案系統(tǒng)做裝運前檢驗檢疫備案、國外裝運前檢驗檢疫證書等。港口辦理完相關手續(xù)交稅后，等待放行。在送貨到進口商指定倉庫后需要在進口商屬地商檢局報檢大廳辦理屬地商檢調(diào)離，資料遞交后一般會在3個工作日老師下場查驗核對申報資料等，歡迎來電咨詢洽談。
